Judy was born and grew up in Cabin Creek, West Virginia. She met the love of her life when he was visiting a friend while on leave from the Navy. James Richard Baker Jr. married her later that year and they moved to Nevada, Missouri. From there, back to West Virginia and then they finally settled in Columbus Ohio. Judy loved to play BINGO and spend her mornings looking for unusual items and bargains in thrift stores. But above everything else was her family. She loved her kids, grandkids and great grandbabies more than anything. She treated her friends like family and became a 2nd mom to her kids friends. Everyone was always welcome to hang out at her house. When the grandkids started school she became active in the PTA and loved shopping for and donating to the Secret Santa program. After 54 years of marriage, Judy lost her battle with Pancreatic cancer.

Preceding her in death are her parents, Macel (Weaver) Cooper and Hilliard Cooper, Jr., a brother, Gary, and 2 sisters, Beverly and Kay, a son, Jeffrey, a granddaughter, Rhonda Kay, and a grandson, Brandon.

Survivors include her loving husband, James Baker Jr., 3 daughers, Kathy (Mitch Rife), Vicki (Brian Huber), and Anita, a son, James (Deanna Goldsmith), 8 grandchildren, Jeff (Melissa Bacha), Cassidee (Matt Green), Jamie, Shelby, James, Christina, Samantha (Tommy Toops, and Eric (Jeff Bargo), 8 great grandchildren, Willow, Tabitha, Abigail, Leelynn, Saveah, Frankie Lynn, Jeffrey and Grace, a brother, Michael, and a sister, Terry.
