US Congressman. He was admitted to the bar in 1906 and commenced law practice in Washington, Iowa. From 1907 to 1909, he served as assistant registrar of the University of Chicago and was a delegate to the Democratic National Convention in 1932. In 1933, he was elected as a Democrat to the Seventy-third, Seventy-fourth and Seventy-fifth Congresses, serving until 1938. In 1938, he was appointed by President Franklin D. Roosevelt as a commissioner of the Securities and Exchange Commission in Washington, D.C., serving until 1942. He was also appointed as chief justice of the District Court of the United States for the District of Columbia and served until his death.
