33rd President of Bolivia. A member of Bolivia's Genuine Republican Party, he served as president from 5 March 1931 to 1 December 1934. Prior to becoming president he received his primary and secondary education in Cochabamba where he passed the bar exam in 1880. He was elected to Bolivia's Chamber of Deputies in 1899. He then was made senator and minister of finance. He was one of the founders of the Republican Party in 1914. He ran for vice president in 1917 and president in 1920. Losing both contests, he retired from politics and taught law. He ran again in 1931 and won. He is best remembered for involving Bolivia in the Chaco War with Paraguay. The war was one of Bolivia's most devastating wars lasting over three years and consuming his administration. He was blamed for mismanaging the war effort. The military, precarious about his timing, grew weary of his constant interference. He mistrusted the military and overruled many of their decisions. In November 1934, with the war going badly, he went to Chaco headquarters in Villamontes where he was arrested and deposed by the military. Angry and broken, he retired to Cochabamba and died only a month after the war’s end in June 1935.
