25th President of Bolivia. A member of Bolivia's Liberal Party, he served as president from 25 October 1899 to 14 August 1904. Prior to serving as president he studied medicine and then joined the army as an officer during the War of the Pacific against Chile. In 1894 he became head of the Liberal Party and became a Bolivian Congressional Representative serving from 1899 to 1899. Disputes about the location of the capital and increasing hostility towards the conservatives erupted into civil war in 1899. The war over quickly, he became the new president. He is best remembered for the institution of a modest program of education for Indians. Also, the new party in power established freedom of religion and recognized civil marriages, fostering some friction with the Catholic Church. In 1904, he transferred the Presidential sash to Ismael Montes, also of the Liberal Party, elected in that year's presidential elections. His presidency marked the start of a period of 20-plus years of Liberal domination in Bolivian politics. He started a new party in 1915 but was assassinated near La Paz in June 1917.
