13th President of Bolivia. He served as president from October 21, 1857 to January 14, 1861. Prior to becoming president, he was a member of Spanish nobility and graduated from the Royal and Pontifical University of San Francisco Xavier, in Sucre. He became a lawyer and entered politics at an early age being appointed as minister of interior in 1839. Soon after, he became Foreign Minister of Bolivia serving from November 16, 1839 to October 7, 1841. In this position, he negotiated the treaty that recognized Bolivia's independence. He eventually overthrew the incumbent president to establish a dictatorship. He is best remembered as the first civilian president in Bolivia's history. He wanted to inculcate European culture into Bolivian society. He tried to do this through dictatorial means, however, he ultimately failed. He was overthrown by members of his own administration in 1861. He died six months later in his exile in Valparaíso, Chile.
