Gov. Foster was the 53rd Governor of Louisiana from January 8, 1996 to January 12, 2004 and was also a former State Senator who represented half of Terrebonne Parish for eight years in the Louisiana State Senate.
Foster was a chemical engineer, a very practical businessman and a sugarcane farmer. He grew up on his family's land in Franklin. Mike graduated from Franklin High School, and was an Eagle Scout. He earned a BS from LSU before joining the US Air Force and serving in the Korean War (1952–1956). After the war, he went back home to farm and run a construction company. He also managed his family's oil royalties.
He moved back to Oaklawn Manor, his plantation home in Franklin, after he left the governor's office. There he lived out his retirement days with his wife Alice, who he was married to for more than 50 years.
