Rose Milling Monroe, an avid gardener who held local and national offices in gardening groups, died April 30 at her New Orleans home. She was 95.

A lifelong New Orleanian who was a granddaughter of former Gov. Murphy Foster, Mrs. Monroe graduated from the Madeira School in McLean, Va. She attended Newcomb College but did not graduate.

Mrs. Monroe was a founding member of the New Orleans Town Gardeners and was elected its president. The organization gave her its Club Medal of Merit in 1997.

Mrs. Monroe also was president of the Garden Study Club, and she served two terms as a national director of the Garden Club of America.

Mrs. Monroe was a researcher and horticulturist at the Home for Incurables, now called the John J. Hainkel Jr. Home and Rehabilitation Center, as well as Hermann-Grima and Gallier Historic Houses.

She also was active in the political campaigns of deLesseps S. "Chep" Morrison, Laurance Eustis and Hale and Lindy Boggs.

Mrs. Monroe was a member of the Colonial Dames, the Junior League of New Orleans and the Quarante Club.

Her husband, J. Raburn Monroe, died in 1961.

Survivors include two daughters, Linda Logan Monroe and Alice Monroe Nelson; seven grandchildren; and five great-grandchildren.

A graveside service will be held Friday at noon at Metairie Cemetery.
