Statesman, President of Nicaragua. He served from 1 January 1921 to 12 October 1923. He belonged to the Conservative Party of Nicaragua. Prior to becoming president he served as minister of foreign relations. He took office amid numerous crises including electoral fraud, lack of legitimacy and the beginning of an economic recession. Such an environment created various enemies of the government. He is best remembered for quelling armed attacks from these opponents along the border with Honduras. He was focused on international relations with great success for the cause of North American and conservative intervention in Nicaragua and Central America. He also signed the Treaty of Peace and Friendship among the Central American countries. He died in office before his term ended.
