Ruth Ellen Fenton was the daughter of Frederick Craig Fenton and Doris Maria (Hayes) Fenton. Ruth Fenton Bascom was a politician who served as the first female Mayor of Eugene, Oregon from 1993 until 1996.

As mayor, Bascom worked to revitalize downtown Eugene, getting rid of a fountain that blocked traffic on Broadway and Willamette streets and creating bicycle and pedestrian paths. The Riverbank Trail System, which extends for twelve miles through the city along the Willamette River, is named for her.

On August 15, 2010, Bascom was the passenger in a car driven by her husband, Dr. John Upton Bascom. Dr. Bascom reportedly fell asleep at the wheel and struck several trees and large boulders on U.S. Route 395 near Burns, Oregon. Ruth Bascom suffered major injuries in the accident and was hospitalized.

Ruth Bascom died from a stroke and injuries sustained in the accident on August 26, 2010, at the age of 84. She was survived by her husband and six children.

Services are pending for Ruth Ellen Fenton Bascom of Eugene, who died Aug. 26 from an automobile accident and stroke at age 84.

She was born Feb. 4, 1926, in Ames, Iowa, to Frederick and Doris Hays Fenton. She married John Bascom on June 14, 1950, in Manhattan, Kan.

She earned a bachelor's degree in home economics from Kansas State University, and a master's degree in social psychology from Cornell University. She was a community activist on behalf of bicycles, libraries, arts, parks and trees. She was a Eugene city councilor between 1984 and 1992, and served as Eugene mayor from 1992 to 1996.

Survivors include her husband; four daughters, Lucinda Anderson of Moline, Ill., Rebecca Bascom of Hershey, Pa., and Ellen Naden and Mary Migeon, both of Seattle; two sons, Tom of Eugene and Paul of Portland; a brother, Franklin Fenton of Albuquerque, N.M.; a sister, Jane Fenton of Denver; and 14 grandchildren.

Arrangements by Musgrove Family Mortuary in Eugene. Remembrances to the Hays Memorial Tree Garden or to the Ruth Bascom Bicycle Trail Maintenance Fund, in care of the city of Eugene's parks and recreation department.
