Statesman, President of Bolivia. He served from 24 May 1829 to 20 February 1839. He also served as the President of Peru for a brief period during 1827 and as interim President of Peru from 1836 to 1838. Prior to becoming president he joined the royalist army at age 17 becoming a second lieutenant. He was eventually promoted to lieutenant colonel. He was captured by independence forces and decided to take up the cause. After numerous campaigns, he became chief of staff of the Liberating Army during the Alto Peru campaign led by General Antonio José de Sucre. In April 1825 he was elevated to the highest rank of Grand Marshal and appointed Prefect of Chuquisaca. In Upper Peru, the new Bolivar Republic (current Bolivia ) was created, under the auspices of Bolívar and with Sucre as the first president. He then served as President of the Government Council of Peru and President of the Government Junta of Peru for a short time before becoming President of Bolivia. He is best remembered for establishing schools, creating two universities, creating the La Paz medical college, the national science college and the Bolivian Military College. He adapted the Civil Code of Napoleon and the draft of the Penal Code. He ordered first census and initiated roads and bridges projects. He established the national guard. He later lost control of the country and was exiled. He eventually lived in France where he died. His remains were repatriated in 1965 and returned to Bolivia.
