US Congressman. He was a Democratic politician serving Georgia's 10th district in the United States House of Representatives from 1977 to 1993. Congressman Barnard was educated at the Academy of Richmond County after which he served in the United States Army from 1943 to 1945. He received both his Bachelor of Arts and Bachelor of Laws degrees from Mercer University, Macon, Georgia and began a career in banking with the Georgia Railroad Bank. Barnard began his entry into politics, first serving as executive secretary to Georgia Governor Carl Sanders from 1963 to 1966 and then as a member of the board of the Georgia State Department of Transportation from 1966 to 1975. He was first elected to the U.S. House of Representatives in the 1976 general election and served seven succeeding terms until retiring on January 3, 1993. He is noted for protecting Georgia water projects from federal cutbacks soon after his arrival in Washington. In 1994, the Georgia State Route 56 Spur in Augusta was renamed in his honor as the Dough Barnard Parkway.
