Charles was born at Monongalia General Hospital [when it was opposite Drummond Chapel Church] just blocks away from the family home on University Avenue in the Evansdale section of Morgantown. The third of three children, he was educated at Evansdale Elementary School, Suncrest Flatts Junior High School, and Morgantown High School. During his youth he was active in the Boy Scouts, DeMolay, his high school athletic department, and other youth organizations.

In 1957 he entered West Virginia University where he majored in Recreation and was active in the Phi Kappa Psi fraternity. In 1961 he married Marilyn Jo Auvil, also of Morgantown, and their first child was born in Morgantown.

After graduation from WVU in June, 1964, Charles and Marilyn moved to Florida where their second and third children were born. They located first in Plant City where he worked in city recreation. After a year or so there they moved to Ormond Beach for the rest of his working career, 29 years, and where he became Director of Recreation and Parks/ Leisure Activities.

During this time, he received many awards and served in many positions in professional associations. He was also instrumental in the Wendelstedt Umpire School, the only independently run professional umpire training program for professional baseball, coming to Ormond Beach. Always a strong advocate for senior citizens, he was also active in community organizations such as Jaycees, Masons, and the Kiwanis. After his first marriage ended, Charles married Sharon Brandstetter, b. Mar 26, 1949; d. Nov 20, 1998. On Sep 30, 2000 he married Judy Sheesley, who survived him.

After a few years of retirement in FL they moved first to Allentown, PA and then to the Masonic Village in Elizabethtown, PA where they spent their final years. Charles was an active Christian believer from an early age, first at Drummond Chapel Methodist Church in Morgantown and then at churches in places where he lived, including the Masonic Village Chapel. He was an active Christian witness all around the Masonic Village. In the Village, he was well known as a volunteer hospice counselor and an encourager of other residents.

Charles spent his final time on earth at the Masonic Health Care Center and was under hospice care for his final days. His service of remembrance and gratitude, including a Masonic Service, was held at the John S. Sell Memorial Chapel at the Masonic Village on June 12, 2017, and attended by many friends and family members. His cremains are to be scattered on the grounds of the Masonic Village.
