Born at Brandon Hall, Admiral Merrill was the son of Dunbar Surget Merrill and Charlotte Brandon Stanton Merrill, and a descendant of Mississippi's 4th and 6th governor, Governor Gerard Brandon.

He married Louise Gautier Witherbee in 1922, a New York native.

He inherited the nickname "Tip" from his grandfather, Confederate solider, Aaron Stanton, who garnered the moniker from his father who fought in the Battle of Tippecanoe.

He was preceded in death by siblings Elizabeth Merrill (aged 2), and Dunbar Merrill (aged 39), a WWI Veteran.
