Rachel Jodean Cooper was born August 14, 1942 to the late Welford Jones Sr. and the late Anita Ruth Laws Jones (Manita) of Lancaster, Virginia.

She was educated in the Lancaster County Public School system, attending both A.T. Wright and Brookvale High School, were she participated in sports and the cheerleading squad.

At an early age, she accepted Christ and was a member of Willie Chapel Baptist Church. In her later years, she would join the Virginia circle club, with her sister-in-law Mary.

After high school, Rachel relocated to the District of Columbia, where she attended a technical school and was employed by both United States Postal Service and Western Union. She even worked for political campaigns as a volunteer. While living in DC, she met Melvin Cooper. The two would later marry, and from this union came a son, Melvin, Jr., and a daughter Candice.

When Melvin joined the Air Force, Rachel had an opportunity to see other parts of the country, living in both Texas and Montana briefly. Rachel returned to Lancaster County were she raised her children. After they grew up, Rachel later shared a home with her mother, her brother Charles, and a sister Theresa, who along with her son all preceded her in death.

Rachel was born smart and artistic. She had an excellent memory and was especially fond of history and politics. She was an avid reader and could also draw, sculpt, embroider, and create art out of scraps. She was also a nature enthusiast who could be seen planting and picking.

Rachel leaves to cherish her memory her daughter, Candice; her son-in-law Lane; one granddaughter, Ariana Cooper of Decatur, Georgia; one grandson, Ayden Floyd of Fort Washington, MD; one sister, Desiree and one brother-in-law, Pastor William Isaac Curry of Capitol Heights, MD; four brothers, Welford, Jr. (Mary) of Lancaster, VA, Ernest of Camp, Springs, MD, Henry (Rose) of Rock Hill, SC, and Melvin of Baltimore, MD. as well as many nieces, nephews, cousins and loved ones.
