James was the youngest of two sons born to Hirim Vernon and Imogene Wilson Devier. He lived his entire life in Boone County, Missouri, graduating from Hickman High School and the University of Missouri-Columbia wih a bachelor's degree in business and the University of Missouri-Columbia Law School with a J.D. degree.
James was an attorney for the Missouri Highway Commission for three years, was a candidate for representative and had his own private law practice. He was a member of the Missouri Bar Associations.
James served in the U. S. Army in Vietnam as a First Lieutenant. On January 26, 1969, he married Janice R. Pell in Columbia, Boone County, Missouri. They had one daughter, Carol Lynn.
James was a wonderful man, full of energy, with a desire to live life to the fullest. He was a remarkable son, husband and father. His absence will never be replaced.
