U.S. Congressman. He received a bachelor's degree from the University of Chicago in 1928 and a law degree in 1933. Yates practiced law in Chicago, served as assistant attorney for the Illinois state bank receiver from 1935 to 1937 and was an assistant state attorney general attached to Illinois Commerce Commission from 1937 to 1940. He served in the U.S. Navy from 1944 to 1946. Yates was elected to the U.S. House of Representatives as a Democrat in 1948 and served from 1949 to 1963. In 1962, he was the Democratic nominee for U.S. Senate, losing a close election to Everett Dirksen. From 1963 to 1964, he was the U.S. Representative to the Trusteeship Council of the United Nations, with the rank of Ambassador. In 1964, Yates reclaimed his seat in Congress, serving from 1965 until his retirement in 1999. As a senior member of the House Appropriations Committee, Yates championed support for the National Endowments for the Arts and Humanities, especially during the proposed cutbacks and of the Reagan and George H.W. Bush administrations.
