Joe Randall Clement died Saturday, April 16, 2016, in Oklahoma City at the age of 87. He was born to Joseph A. Clement and Evelyn Brown Clement September 15, 1928 in Texarkana Texas. The Clement family, including brother and sister, lived in Enid before settling in Chickasha. His father served as Boy Scout Executive Director for the Black Beaver Council. Joe achieved the Eagle Scout award as did his son Randy. A local news story featured them as “Three Generations of Eagles.”
Joe attended Chickasha High School where he played the trombone in the CHS marching band. After graduating, he joined the US Army and served honorably during the post-World War II occupation of Japan and in Korea. He married Evelyn Geer while based at Anniston Alabama.
On completing his BA at the University of Oklahoma, he became the Assistant Budget Director for the city of Tulsa. In the early 60’s he became Budget Director overseeing the implementation of Tulsa’s first retail sales tax, which enabled the city to expand city services. In the mid 60’s he was appointed Administrator for the Tulsa City County Library system. During his tenure as administrator, the system grew significantly with the addition of twenty branch libraries across the county. He continued his career in government service as a member of the Oklahoma Legislative Council and Budget Director for the city of Sand Springs. He retired from MPSI, a medical products and services firm in Dewey, Oklahoma.
Joe’s interests included a passion for collecting fine art produced primarily by local Oklahoma artists. He was an avid reader and added numerous first edition books to his collection over the years. While raising his children in Tulsa, he ensured that all five had opportunities to become involved in the arts.
Joe met Lodema Correia when both were working on a committee for the Chickasha High School 50th Reunion. Lodema, who earned a PhD in counseling, was a retired English teacher and college administrator. They had been classmates in high school but had not been in touch since their graduation. As they became reacquainted, they learned they had enough in common to form a bond of love that would last for the rest of their lives. They married in 1997 and made their home together in Oklahoma City. Both were members of the Westminster Presbyterian Church in OKC.
Joe engaged actively in volunteer work during his retirement. He served as an ombudsman for the elderly living in nursing homes. He served as a Court Appointed Special Advocate for the CASA program. He and Lodema worked together as volunteers in the mission supported by their church.
He is survived by his loving wife of eighteen years, Lodema Correia Clement, Oklahoma City, his sister JoAnn Dekinder of Chickasha and brother John of Seattle. He also has five children — three sons, Randy, Tim and Marc, and a daughter, Audrey Ethriedge, who lives in Tulsa, and a daughter, Susan Henson, who lives in Oklahoma City. He is also survived by 14 grandchildren, 26 great grandchildren and 3 great, great grandchildren. He will be buried next to his parents, Joseph Alvis and Evelyn Brown Clement, in Rose Hill Cemetery in Chickasha. Graveside services will be held at 11:00 AM on Tuesday, April 19, under the direction of the Ferguson Funeral Home in Chickasha.
