He was born the son of the late Major Earl and Juanita Vivian Parker Arthur. He was also predeceased by his son, Robert Earl Arthur Jr.; sister, Jessica Sczepanski; and brother, David Arthur. Mr. Arthur was retired after thirty years of serving his country honorably in the US Army. Surviving are his wife, Marianne Arthur of the home; daughters, Juanita M. Meadows and husband John, Joanne C. Arthur, Michele E. Freiberg and husband William and Tammy R. Hammonds and husband David; one granddaughter; four grandsons; sisters, Sarah E. Cayton and Vanessa P. Jenkins; and brother, Donald H. Arthur. Robert died at New Hanover Regional Medical Center at age 75.
