U.S. Congressman. He graduated from the law department of Vanderbilt University, Nashville, Tennessee, was admitted to the bar in 1898 and commenced practice in Dardanelle, Arkansas. Served as prosecuting attorney of the Fifth Judicial District from 1904 to 1908, and was a member of the State Democratic Central Committee, 1910 to 1912. Jacoway was elected as a Democrat to the Sixty-second and to the five succeeding Congresses serving, March 4, 1911 to March 3, 1923. After his term, he moved to Little Rock, Arkansas, resumed the practice of law and was regional counsel of the Social Security Board for the States of Arkansas, Missouri, Oklahoma, and Kansas, 1936 to 1945.
