Civil War Union Brevet Brigadier General. A graduate of Brown University in Providence, Rhode Island and a successful pre-war lawyer, he had served as term in the 1840s as Secretary of State for Massachusetts. When the Civil War began, he offered his legal training to the Union Army, and was commissioned as a Major, Judge Advocate and Aide-de-Camp of Volunteers, serving on the staff of Major General John A. Dix, who was his brother-in-law. He was later appointed as Judge Advocate for the Union Army's VII Corps. He was brevetted Brigadier General, US Volunteers on July 17, 1865 for "faithful and meritorious services". Soon after the war he was appointed as Naval Solicitor General, a duty he performed from 1865 until his death in 1878.
