He was born Feb. 11, 1920, in Staunton, the son of Robert David and Edith Webb Bell. He married Mary Willis in 1940.
Mr. Bell was project superintendent for Franklin Cress Construction Co. for many years. He was a U.S. Navy veteran of World War II, serving in the 97th/108th Construction Battalion where he helped build the floating harbor used to stage the Normandy invasion of France in 1944.
He was a member of United Brotherhood of Carpenters and Joiners of America Local 16 and a life member of VFW Post 10302.
Survivors: wife, Mary; son, Richard (wife, Janis) Bell of Houston; sister, Lorene Hart of Rochester; and two nieces.
