Harriet was the daughter of Joseph and Tabitha (Rix) Webster. She married Elmer E. Scott in 1908 and the couple had two children, Marshall and Eleanor. Sometime before 1930 Harriet married Frank A. Waseman; they remained together until Frank's death in May 1937. Harriet married William R. Lownie in February 1942. She died from burns suffered in a fire at her home in Harrisburg.
