WILLIAM L. BURGAN , 70, Bridle Path, Casselberry, died Thursday, Sept. 30. Mr. Burgan was a director of personnel and labor relations. Born in Spangler, Pa., he moved to Central Florida in 1977. A member of Community United Methodist Church, he also belonged to Rotary International, Masons, Boy Scouts of America, High Twelve and the National Safety Council. He was a Marine Corps veteran of World War II. Survivors: wife, Meryl; sister, Mary Margaret Miller, Hendersonville, N.C.; daughters, Margaret Majlaton, Oswego, N.Y., Virginia Davis, Casselberry, Patricia McIntosh, Pittsburgh; sons, John, Clifton Park, N.Y., Don, Syracuse , N.Y.; seven grandchildren. Baldwin-Fairchild Funeral Home, Altamonte Springs.
