Was born in Ark and his parents were Lora Blance Garner and John Purifoy Powell
He's nickname was Ned and he grew up in the area of Smackover & Chidester Arkansas. He was one of the original Humble Oil wildcatter's out in the west Texas area of Snyder Texas. He was a good man and he was as tough as they come. After retiring from the oil business...he and his wife owned and operated a small motel in Snyder TX for many years. They had the motel for several years and they sold it and moved to Abilene TX. Ned was not one to sit around the house...so he bought a small place just east of Abilene (maybe 2-3 acres) and first started raising chickens, Chukker's, and Quail for something to do. When he got tired of the bird business...he started a worm farm inside the old house sitting on the plot. He made money at it...since they were so close to Abilene Lake selling the worms as bait to the local bait shops and fishermen. Ned enjoyed everyday of his life and passed quietly away in 1974
