Stockton's Valley, Cumberland (now Clinton) County, Kentucky, is close, but is on the other side of Poplar Mountain.

William's WWII Registration Card shows that he was born 1 April 1889 in Wayne County, Kentucky. Social Security Death Index shows William born 30 April 1889. Headstone shows William born in 1889.
