Frank was born in the City of Buffalo, New York, the son of Frank and Mary (Slupski) Kosmanski. Frank grew up at 813 Eagle Street, Buffalo, New York with his siblings: Louis, Michael, Walter, Catherine, John and Emil.

Frank was a beer bottler at William Simon Brewery and maintenance man at the brewery warehouse.

Frank joined the United States Navy in 1917 during World War I. He served aboard the USS Connecticut BB18 as a Coxswain (person who steers and navigates the ship).

Frank married Anastasia Nusall Lang on November 2, 1928. They had no children together. Anastasia went by the name Stella. Stella had two children from her previous marriage: Alfred and Joan. They raised their children at 55 Gibson Street, Buffalo, New York.

Frank worked as a locomotive fireman, railroad engineer and back to William Simon Brewery.
