Son of Marklyn Crawford Justice Sr.,and Beulah Loree Rodgers. His wife Helen Elizabeth Brewer. Children Terri Lynn, and husband Thomas Clark Mulvin and Sarah Tracy, and husband Jeffrey Lynn Durrett. He also has four grandchildren, Rachel Renee, and Andrew Justin Mulvin, and Kayley Alexandria, and Zachary Allen Durrett. Richard Allen was born deaf, and attended the school for the Blind and Deaf in Stanton, Virginia. His deaf brother Marklyn Crawford Justice Jr., also attended the same school. Allen dedicated his life serving the church and helping many people in the church.
