Arthur was born the sixth child of Edward and Maria (Lodge) Beaumont. He was christened on July 10, 1881 at Scissett, York, England. His siblings were John, Fred, Harry, Ernest, Thomas Joseph, Sarah, Jane, Walter, Hermon and Ann Ellen "Helen" Beaumont. His youngest sister, Mrs. Ann Ellen "Helen" Lazzari is also buried at this cemetery.

Arthur was an independent Scenic Artist, who won many art awards. He worked in both oils and water colors, several of his paintings were on exhibition in Blackpool, England and permanent collections in the Staten Island Museum. Arthur was a founder of the American Water Color Society, and a member of Allied Artists of America, New York Water Color Club, the Scenic Artist Association and other groups. He studied under noted teachers in this country and abroad, and was a student of Bouguereau in Paris.
