He graduated from Elgin Public High School; obtained a Bachelor of General Studies from the University of Nebraska at Omaha; a Master of Science from the University of South Carolina; and attended Penn State University for one year as a PhD candidate. In 1949 he entered the US Air Force and retired as a Lieutenant Colonel in 1974; he held the positions of command pilot, test pilot and commander; served in the Vietnam War; received the Air Commendation Medal, Air Medal, Meritorious Service Medal, as well as many others; taught Air Force Junior ROTC, in Raleigh, NC; was employed with and retired from the South Carolina State Government in 1994 serving as middle manager for SC Water Resources and was awarded The Order of the Palmetto by the State of South Carolina.
After retirement, Mr. Rouse did income taxes for H&R Block and most recently served as a substitute for the Richland County Public Library. A member of Temple Baptist Church, he adored his family, loved gardening and studying the Bible. He especially enjoyed his close friendship with Ed and Marcia and their children Martha and Joe.
In addition to his parents, Mr. Rouse was preceded in death by his daughter, Linda Sue.
He is survived by his wife with whom he shared a devoted and blessed union of more than 60 years, Nancy Sue; daughter Terrie; as well as three grandchildren, Sarah, Samuel and Michael.
A graveside service, including full military honors, will be held at 10 a.m. Saturday, April 27, 2013, in Greenlawn Memorial Park Serenity Gardens, 6601 Windwan Drive, Columbia, SC 29209, with Pastor David Sturgeon officiating.
